It's called a publicity stunt. The inference would be that Lewis had foraged around in the dustbin to get his world title. It backfired because boxing fans are by and large not very bright.

The plan was to milk the belts, then fight Lewis. The WBC were getting in the way.
You know, like how Lewis put off fighting David Tua and instead milked his belts versus Grant and Botha?
You know, like how the WBA were getting in the way of his Grant gimme, so he gave up the WBA belt and never fought Ruiz.
You know, like how the IBF were getting in the way of his Tyson rematch gimme, so he gave up the IBF belt and never fought Byrd.
Bowe of course wasn't expected to lose the Holyfield rematch, and that threw a spanner in the works.
You know, like how Lewis and Bowe signed to fight, Lewis not being expected to lose the McCall match, but he did and thus once again a spanner was thrown in the works.
Actually, why don't you know any of this? It's really basic, widely publicised stuff that was very easy to follow. Some of the people on here sound as if they stopped watching boxing in December 1992 and suddenly resumed doing so yesterday.
