My vote: Rivas goes to #15, Louis remains unranked.

I accept it might not be obvious who to promote but that's why rankings are subjective.

No change = leaving Rivas at 14
which means Wallin would be pushed out the rankings by the next top 15 fighter, not Rivas...
Again, it's your vote, if you want Rivas at 14, that's all good. But he won't be pushed out anytime soon.

Wallin has earned his place in the top 15 with a recent and respectable win over Breazeale so his place is not under imminent threat. If you rate purely on who you think is the better fighter then for me it's Rivas, which is why I have him above Wallin, but there is also the question "What has he done lately?" Arguably Rivas should have been dropped due to inactivity, but the time to do that is not when he has a fight commitment lined up. It was a relatively weak opponent though so it doesn't provide a satisfactory answer that question and doesn't remove him from the firing line.
If Yoka had beaten say, Carlos Takam instead of Djeko, I would have voted to promote him into the top 15 along with Wallin, with Kabayel and Rivas losing their place. I don't see it as illogical that Rivas can be ranked ahead of Wallin based on ability / achievement while being next up for the guillotine as a result of not doing much recently, although I can understand why some would insist the lowest ranked has to make way.
That doesn't mean the division is in poor shape. It's because it's highly competitive, or at least it would be if more of the buggers would actually fight each other. Of course that would involve them getting hit back and too many seem to regard that eventuality as something of an affront to their dignity.
