Neither of them ever avoided anyone. Barkley was a fringe contender when Marvin retired.

This is an easy as f*ck question to answer. Barkley didn't establish himself as a major opponent until 1988, Hagler retired in 1987.

A bit yes. At least Barkley was an active Professional when Hagler was fight, but he wasn't in contention.

While I don't think Barkley could've beaten even the faded 1987 version of Hagler, he was more than a fringe contender. He had a decent run from '85-'87, with wins over Wilford Scypion, Mike Tinley and James Kinchen. He was high enough in the WBA ratings that he fought Sumbu Kalamby for the vacant title after it was stripped from Hagler.
If Leonard hadn't reappeared, a Hagler-Barkley match wouldn't have been unrealistic. However, the statement about "bigger fish to fry" is probably the most accurate.

Onetimeonly is right. Curry’s loss to Lloyd Honeyghan in late ‘86 would’ve taken him out of consideration. Hearns would’ve been the logical choice.

The WBA (like the WBC and IBF) each needed to find two guys. Which means six different guys for these titles. None of these guys stood out. It was really a matter of who had ties to the various organizations.
Ring Magazine had Barkley at number #8 at the end of 1987.

wasn't Marvelous Marvin Hagler's original plan to fight Donald Curry before Ray Leonard announced that he was coming out retirement and would not fight a tune-up but fight for the Middleweight Championship ?

Yes, Curry was a name being bandied about at one time as potential Hagler opponent. The Honeyghan loss took him out of the picture.
