Normally, I'd be reluctant to pick Foster against a heavyweight. We all know how Bob simply lacked the body mass, sturdiness, and durability to hang in there with any natural heavyweight who outweighed him by 20 lbs or so. However, most of Foster's failures against the bigger guys were to legitimate contenders or guys who were at least top-15 in terms of ability.
Urtain simply wasn't a world-class or even a semi-world class heavyweight. IMO, Urtain was a top-25 heavyweight at best. Really just an incredibly strong club fighter. Nothing more. Therefore I don't think Urtain would have caused much trouble for Foster.
It's possible that Urtain might have lasted 7 or 8 rounds against Foster. I say this only because he did remain on his feet for 9 rounds in losing to Henry Cooper, who had a killer left-hook of his own. However long the fight would last, though, Foster would completely control the action with his sneaky jabs and combinations. At some point, maybe early maybe later, Bob's left-hook would find its mark and Urtain would be lost.

You were right that Bob Foster's failures against the bigger guys were to legitimate contenders, future or former champions like Muhammad Ali, Joe Frazier, Ernie Terrell, Zora Folley and Doug Jones. Good question. Urtain could be capable to wearing Foster down with body shots and stopping him in the late rounds or decision. If Urtain fought Mac Foster, it would be a different story. I agreed with Joe with Urtain being top 25 heavyweight at best, but I would think Urtain would have caused much, but not more trouble for Foster like Frazier did, who easily blasted Foster out in 2 rounds with his big left hook in his world heavyweight title defense.
