I mean hell the Ukrainian was eyeball to eyeball with Derek Chisora and everybody can see the great size disparity there was when Fury absolutely dominated him three out of three times.
Tommy's only 6ft, Usyk's 6ft 3". Your original comparison of 6ft 3" 220lbs Paris Fury was much more relevant.

Paris is around the same size as Usyk according to Henry Gypsy Bobbins.
Now, we can easily look up Usyk's physical stats, given he's a professional fighter, so can only conclude that she's moved up, rather than Usyk shrinking down.
the man is not much bigger than Tyson Fury's wife.

He don't have the power to hurt anyone at heavyweight that is the thing. One can make an argument that Steve Cunningham was naturally bigger than the Ukrainian is, so don't even go there considering the Ukrainian started off as a middleweight in the amateurs.
Usyk has a 65% KO ratio. Cunnigham has a 32.5% KO ratio. Usyk has also fought a higher calibre of opposition. Cunnigham couldn't stop a 42 year old Frank Mir who had been KOed 10x in mma.

My reading of this interview is that Fury is holding out for astronomical sums to make the risk of a possible defeat palatable. Or he is just counting down the clock so that there isn't time to promote it at Wembley, the April 29th date slips past, the Governing bodies start enforcing the mandatoties etc and it collapses and he boxes Francis Ngannou.

I don't doubt Fury's promotional team trying their best to make this fight. Sounds like a lot of hard work is going on but, for some reason, I can't shake the feeling that Fury is not keen to box Uysk.

WBC are great at ignoring their own rules. Gerbil Charlo is 18 months without a defence, I'm sure they will let it slide for Fury.
