Joshua beat Klitschko, Ruiz, Parker and the great Prince Charles Martin. That's four former champs he has beat, so that makes Joshua better than Fury or is that a flawed argument that you're using? 2. Ruiz - Easy win on paper which gives him bragging rights over Joshua. Could also get approved as a mandatory.
3. Sanchez - Both Top rank affiliated. Sanchez poses no threat of power and is much smaller but his speed could be an issue so poses a higher risk than reward as he is unknown.
4. Makhmudov - Top Rank but also very high risk with low reward as he has big KO power but is unknown to casuals.
5. Joshua - Fight scheduled and all the other business.
6. Whyte - Just beat him.
7. Bakole - has a fight scheduled.
8. Kossobutskiy - Very unknown to casuals. Would not sell well. Untested at the highest level so could surprise but hasn't looked spectacular.
9. Wallin - Already beaten in a non-competitive fight.
10. Parker - A close friend who was the stand in for his previous fight. Has proven that he will fight friends to give them a payday.
11. Anderson - Has a fight scheduled.
12. Ortiz - Known name and very beatable.
13. Ajagba - Top Rank and beaten already so poses no threat. Could be seen as an easy to arrange stay busy fight but would not sell massively well.
14. Hrgovic - Promotional conflict and has a mandatory eliminator opportunity currently.
15. Jalolov - Untested and talented but probably would not even accept the opportunity. High risk, very low reward for Fury and very high risk for Jalolov.
16. Kabayel - Was considered an option previously and a fight was nearly made. May depend on the outcome of his fight this weekend.
17. Huni - Only 7-0. Probably wouldn't take it at this stage.
18. Wardley - Promotional conflict.

20. Pulev - Would not sell well given Pulev recently lost to Chisora.
Dubois - Would count as a unification so would get that signed off by WBC easily. In house so easy to make. Frank might not want to gamble his future (Dubois) against his present (Fury)

Ngannou - Easy days work. Doesn't have to make a choice of who else to face. Easy option and pumps up his ego. However, Wilder is reportedly pursuing a two fight deal with Ngannou.
Ruiz and Parker would be my favourites for it, should Fury not want to face Usyk, followed by Ortiz (low risk and known name), Kabayel (previously tried to make the fight) and Ajagba (Top Rank & low risk). Then there's Ngannou of course but I think he'll likely face Wilder or Whyte if any of them.

Wilder v Joshua - During a rant directed at Fury last week where Wilder thought the Gypsy King would take on Carlos Takam, he said: “You know I was offered more money to fight Joshua than I was getting to fight you.

You know that's not quite right. Joshua called out Fury after beating Klitschko, at which time Fury said he wasn't ready. By the time he was he signed for Wilder instead, branching into a trilogy that ran three years. So Wilder was effectively unavailable to anyone who might beat him except Fury for three years, while Fury wasn't available for AJ for almost five (save 2019 when they fought Schwarz and Ruiz respectively).
Joshua-Fury could happen right now with step-aside for Franklin, sure. Ditto Joyce-Fury, and of course Usyk-Fury.
With the exceptions of Parker and Ortiz, I think it's totally fair to criticise AJ and Wilder for not meeting after Klitschko's retirement. Spending the best part of two years fighting one top-rated challenger each* isn't good enough.
*Two for AJ if you count Povetkin.
