When he was still an amateur, Khan was dropped heavily by Craig Watson in the ABAs before rallying to win in style.
And now he says he wants the Mancunian, who has moved to 7-0 as a professional, to reassert his superiority.
"He's living off that knockdown, and I would love to fight him again," said Khan, who boxes over eight rounds on February 17 at Wembley Arena.
"The offer is there."
Promoter allegedly added: "I would make that fight in a heart beat.
"Instead of talking to the press, why doesn't he pick up the phone and talk to me instead.
"I will get the fight on immediately. If he wants to, Watson can be the opponent on February 17."
Earlier this month Watson told Britishboxing.net: "I want a rematch more than anything.
"But I don't think he'd take it to be honest, I think I'm too strong for him and the people he's fighting have never knocked anyone out in their career or they've been super featherweights and I really think if he gave me a chance that would be his first serious test."
