I see his class being shifted about regularly these days.
Since he's inactive, I think Super Bantam is the best choice.

I see your point, I'd like to see him at his best weight for all-time ratings, but it's too subjective.
There's no tiebreaker that I'm aware of. Usually its pretty obvious.
