I think the original plan was that Tyson would vacate one of the titles and Hughie would step in against someone beatable - the Fury’s would then have all the belts between them.

To be fair, they could have done it.
Tyson won the belts and could have vacated the one that doesn’t require mandatory defences - Hughie could have got hold of that and just fought fringe level boxers.
Unfortunately for Hughie it didn’t work out that way.
