Hughie hasn't really done anything to be thought of all that highly at the moment. Allen hasn't either. They're on about the same level in terms of achievement as of this moment.

Well they're not suppose to be, they're supposed to be on if boxer A who is ranked 10 beats boxer B who is ranked at 5, boxer A moves up the rankings. In the real world, people manoeuvre themselves without fighting a higher ranked guy, or at least not in such a nice neat orderly fashion. Thus the rankings have to be a subjective opinion on who can beat who, and who is better
