51 Henry Armstrong vs. Al Manfredo on October 9, 1939: "Advertised as a Non-Title bout, but should be considered a world title fight. The promoter and the two fighters prepared for a world title fight, but Harvey Miller, secretary of the NBA, said the NBA would not sanction it because Manfredo was not one of the top three contenders for the crown. This doesn't make sense because Armstrong fought many fighters over the three years that he had a title and many also were probably not ranked in the top three and he previously fought Manfredo in a title fight 10 months ago."
